William Oliver

William Oliver is a Consultant at Command Group. Mr. Oliver brings an impressive career in law enforcement with more than thirty-one years of dedicated service.
 
Most recently, Mr. Oliver served as the first Deputy Assistant Commissioner of the U.S. Customs and Border Protection (CBP) Office of Air and Marine (OAM). Aside from strategically managing operations involving over 1,800 personnel, 272 aircraft, and 260 vessels throughout the Western Hemisphere, Mr. Oliver also oversaw the multibillion dollar aircraft and vessel procurement program, providing strategic vision for introduction of aircraft upgrade conversions. Mr. Oliver was also a key member in the groundbreaking program to have the P-3 aircraft re-winged, extending operational service life up to 25 years. He designed and established the training curriculum for Air and Marine agents for the Federal Law Enforcement Training Center (FLETC) and served as a leader in the formation of the nationally recognized Air and Marine workforce, playing an instrumental role in selecting, hiring, and training individuals as needed.
 
Prior to his service as the first Deputy Assistant Commissioner, Mr. Oliver was Director of Operations of CBP OAM from October 2005 until October 2006. In this capacity, he was the Senior Law Enforcement officer who facilitated the merger of former Customs Air and Marine Program with Office of Border Patrol Air Program which created the OAM. Mr. Oliver was both a decision-maker and member of the Department’s Aviation Management Council and was involved in the development of the requirements and acquisition strategies for making the Border Patrol, Coast Guard, and Customs programs functional operating organizations within the U.S. Department of Homeland Security.
 
From July 2004 through October 2005, Mr. Oliver served as Assistant Director for Air and Marine Operations at U.S. Immigrations and Customs Enforcement, where he was responsible for formulating and implementing air policies and activities as well as developing strategic plans to meet future objectives. He also oversaw all interdiction activity involving the use of aircraft and vessels.
 
From July 1999 to June 2004, Mr. Oliver was a Field Director at U.S. Customs, responsible for a 65-person office employing 14 aircraft and 8 vessels for interdiction and investigative support missions. Mr. Oliver was also an Executive Officer in the U.S. Naval Reserve from March 1984 until June 1985 and was a founding member of the Fleet Logistics Squadron 54. Among other responsibilities, he was in charge of the recruitment and hiring of personnel, as well as the development of policies and procedures for the organization.
 
Mr. Oliver holds a Bachelor of Arts degree in History from The Citadel as well as a Master’s of Business Administration from University of West Florida. He is a graduate of the Harvard University Senior Executive Fellows Program and an Honors Graduate of the Criminal Investigators Training at FLETC, as well as a Designated Naval Aviator.
