Raymon White

Mr. Ray White is a Consultant at Command Group who brings over 20 years of extensive aviation security experience from his years of service at the highest senior executive leadership levels of the Transportation Security Administration (TSA) and its predecessor organization, the Federal Aviation Administration (FAA). During his aviation security career, he developed managerial, operational, and regulatory technical expertise, and a well-documented record of success and technological innovations in the aviation industry. 
 
Mr. White has led numerous aviation security projects for several new airline startups and at some of the United States’ largest domestic and international airports. Those projects include security evaluations and assessments, audits of operational security management policies and procedures, security quality control, comprehensive security planning, security training, access control and identity management, and incident response planning.
 
Mr. White recently retired from the Transportation Security Administration where he held various executive level positions and directly led the development and implementation of many of the existing national aviation security programs. During his tenure, he was appointed as the Executive Liaison for Presidential Conventions and Transition Support for the Transportation Security Administration. In this role, he served as the Agency Executive for interagency coordination between TSA and numerous federal, public, and private stakeholders to ensure effective implementation of aviation security operations in support of these events, which are classified as National Special Security Events (NSSEs). Mr. White led an operational task force of over 500 TSA staff in support of these efforts. 
 
Mr. White also served as TSA’s Deputy Assistant Administrator for Security Operations.  In this capacity, he provided executive leadership and strategic operational oversight for security field operations for the nation’s 454 federalized airports. He was strategically and operationally responsible for the business management of a multi-billion dollar federal operating budget and provided daily guidance and coordination efforts in developing security operations policy and procedures, technical training, implementation of new technology deployments, and interagency collaboration on counterterrorism planning.  
 
As Regional/Area Director Mr. White was responsible for security operations and federal aviation security regulatory compliance at 36 commercial airports and a security staff of over 5,000 people. As Federal Security Director and Assistant Federal Security Director he was responsible for directly managing a TSA workforce responsible for daily airport security screening operations, air carrier and airport comprehensive regulatory compliance assessments, airport vulnerability assessments, development of MANPADS mitigation planning, active shooter planning, and incident response planning,
 
While with the FAA, Mr. White served in several aviation secuity positions as a Supervisory Special Agent, Dallas-Fort Worth International Airport Security Team Leader, and Regional Program Manager for Risk Management and Physical Security responsible for over 220 FAA air traffic, radar, and airway facilities.  
 
Mr. White is a Vietnam veteran and served 28 years on active duty with the United States Army before entering federal service with the Federal Aviation Administration.
