Mr. Randy Stone is a Consultant at Command Group. Mr. Stone led an extensive and diverse career as a senior federal executive, with over thirty-three years of experience in personnel security, regulatory compliance, and federal law enforcement. He is a recognized expert in conducting whistleblower, EEO, ethics, and internal misconduct investigations.
Most recently, Mr. Stone served as a Contract Special Investigator for the U.S. Department of State’s Bureau of Diplomatic Security. In this position, Mr. Stone conducted Personnel Security Investigations in accordance with all applicable State Department and U.S. Government agency requirements and guidelines. Prior to taking on this role, Mr. Stone served as a Personnel Security Specialist, providing case management and adjudication services for the Bureau of Diplomatic Security and U.S. Customs and Border Protection (CBP). During this time, he led a team of personnel security field investigators in the management of investigative leads, evaluated investigative reports, and established findings. He also created a nationwide ethics and compliance program and provided training to all CBP personnel security investigators and adjudication officials. Previously, Mr. Stone served with the Transportation Security Administration as Deputy Assistant Administrator of the Aviation Regulatory Inspection Division, providing executive leadership for a division of approximately 1,100 professional and support staff and managing a budget in excess of $80 million. In this position, he was responsible for not only security, regulatory oversight, and enforcement of civil action laws, regulations, and policies but also the security, oversight, and inspection of domestic and foreign aircraft operators, domestic and international airports, air cargo carriers, and indirect air carriers that constitute the air transportation system. Specifically, Mr. Stone oversaw and directed five mission areas: Airport Inspections, Air Carrier Inspections, Air Cargo Inspections, General Aviation Inspections, and International Operations. He also developed the international standard for airport MANPADS (man-portable air defense systems) vulnerability assessment and threat mitigation program. During his lengthy career in federal government, Mr. Stone also served as Assistant Inspector General for Investigations with the Office of Inspector General, U.S. Postal Service (USPS). In this position, Mr. Stone managed, coordinated, and oversaw investigative programs and operations to detect and deter fraud, waste, and abuse within the USPS. He provided executive leadership for the development and execution of new and independent investigative and oversight programs designed to prevent USPS waste, public corruption, and other irregularities. Mr. Stone also provided executive leadership for eight field divisions and a special internal investigations unit comprised of 350 special agents and support staff. Mr. Stone has also served in numerous other positions with the federal government, including: Assistant Inspector General with the Internal Revenue Service’s Office of Inspector General for Tax Administration; Deputy Assistant Inspector General with the Department of the Treasury’s Office of Inspector General; Special Agent in Charge of the Office of Inspector General with the Social Security Administration; Senior Special Agent with the Government Accounting Office’s Office of Special Investigations; and, Senior Special Agent with the Office of Export Enforcement under the Department of Commerce. |
