Nelson Garabito is a Consultant at Command Group. Mr. Garabito has over twenty-five years of law enforcement experience, including having served in the Senior Executive Service (SES) of the U.S. Secret Service (USSS). He played a critical role in the development of innovative USSS programs and led key transformation initiatives in the post-September 11th era. He retired in 2013 as Deputy Assistant Director in the Office of Investigations with oversight of 27 USSS foreign investigative offices and international operations located in 21 countries and/or territories.
Mr. Garabito’s career encompassed the investigative and protective missions of the Secret Service, both foreign and domestic, and included a unique and wide range of experience in the fields of intelligence, aviation and airspace security, personal protection, Continuity of Operations/Continuity of Government (COOP/COG) programs and procedures, site and major event security, and direct supervision of operational units. He has held senior-level positions in investigative, protective, administrative, and financial management fields. He has extensive experience in operational and strategic planning, interagency coordination and consensus building, and the execution of multi-agency security plans with domestic and foreign partners.
Mr. Garabito began his Secret Service career serving as a Special Agent in the Office of Investigations, where he carried out several protective assignments and conducted numerous international counterfeit, fraud, and forgery investigations, including undercover assignments in the Newark, NJ and New York City Field Office districts, Puerto Rico, the Dominican Republic, and other Caribbean nations. He also conducted seminars regarding counterfeit currency, credit card fraud, and U.S. Treasury checks for foreign and domestic law enforcement, financial institutions, and government agencies. He was subsequently promoted to the Presidential Protective Division, where he served in a number of operational assignments over a period of five years. During this time, he was the Lead Advance Agent on several Presidential foreign trips to high-risk locations.
Mr. Garabito entered the agency’s supervisory ranks in 2000 with his selection as Assistant to the Special Agent in Charge of the Presidential Protective Division’s White House Security Branch responsible for all White House complex security functions. Of particular note, he was charged with developing and leading the USSS Air Security Program following the attacks of September 11, 2001. He later transformed and modernized the USSS Protective Intelligence and Assessment Division, improving efficiency for acquiring and disseminating critical cyber intelligence information pertaining to potential threats to principals and venues under USSS protection.
Mr. Garabito received Bachelor of Arts degrees in Sociology and Political Science from St. Peter’s University, and has subsequently participated in courses related to Emergency Incident Management, Media Relations, Executive Leadership, Strategic Thinking, Organizational Behavior, Airport Security, and Air Traffic Management. He is a native Spanish speaker with a Foreign Service Institute (FSLR/FSI Scale) S-4 rating
