Mr. David Murphy, Jr. is a Consultant at Command Group. Mr. Murphy served in critical operational leadership positions within U.S. Customs and Border Protection (CBP) for over thirty years. He is a recognized expert in port of entry operations, customs procedures, and canine enforcement.
Most recently in government, Mr. Murphy served in the Senior Executive Service from 2006 to 2013 as the Director of Field Operations at the Chicago Field Office. In this capacity, he was responsible for all Office of Field Operations (OFO) activities in the twelve state Midwest region, where he supervised a workforce of approximately 1,100 employees, 40 offices, 23 Port Directors, and 4 Area Port Directors. In this position, Mr. Murphy’s managerial oversight included all international arrivals in airport and seaport environments, including major airports such as Chicago O’Hare, Minneapolis-St. Paul, Cleveland, Cincinnati and St. Louis, as well as the three largest express consignment operations in the United States (DHL, UPS and FedEx). While in Chicago he hosted his own live weekly public television show about CBP, the first of its kind in the nation.
Previously, Mr. Murphy served in some of the top leadership positions within OFO as Acting Executive Director of Operations, Acting Deputy Assistant Commissioner, and Acting Assistant Commissioner overseeing 29,000 personnel and a four-billion-dollar budget. He assisted in efforts to expand the Preclearance air passenger program in Abu Dhabi, worked to advance the 560 public/private partnership initiative, and was critical in developing OFO’s “Workload Staffing Model”.
Prior to his service at CBP headquarters, Mr. Murphy served extensively in the field. He began his career in San Diego as a Customs Inspector in 1983. In 1986 he began working with the Canine Program where he spent the next fourteen years as canine officer, supervisor, and acting chief of one of the largest and most successful canine programs in the United States. Mr. Murphy went on to lead enforcement efforts for the entire San Diego Field Office, and in 2001, he was named Assistant Port Director in San Ysidro, the largest and busiest land border in the world. In 2003, he was promoted to the position of Assistant Director for Border Security in the San Diego Field Office where he was responsible for operations across the Southern California area ports of entry, before ultimately serving as the Port Director at San Ysidro.
Mr. Murphy has also served in several national security roles as both an Incident Commander and Lead Field Coordinator, including during the Red River floods in 2009, the 2012 Super Bowl, and the G8 and NATO conference in Chicago in 2012. He also served as the first Deputy Director of the Secure Border Initiative (SBI) program office at CBP.
Mr. Murphy is a graduate of the Harvard Kennedy School of Government Senior Managers in Government program and a Harvard fellow. In addition, he served as a mentor for the Customs Leadership Institute at the University of Chicago, Booth School of Business. Mr. Murphy received a Bachelor’s degree in History from the University of San Diego.
