Mr. Bill Livingood is a Consultant at Command Group. Mr. Livingood is a highly accomplished law enforcement executive with a recognized depth of expertise in all aspects of management, operations, and emergency preparedness and continuity planning developed over his forty-year career with the United States House of Representatives and the United States Secret Service.
Mr. Livingood recently retired as the third-longest-serving Sergeant at Arms in the House of Representatives. In this prestigious role, Mr. Livingood was responsible for the security of all members of Congress, the Congressional chambers and facilities, continuity and emergency operations for Congress as well as command of the U.S. Capitol Police. He was also responsible for interfacing with the President of the United States, foreign heads of state, senior congressional leaders, and cabinet officers, coordinating state visits to the Capitol, and introducing and maintaining order at the annual State of the Union Address. Appointed to the position of Sergeant at Arms in January 1995, Mr. Livingood served nine different sessions of Congress. Starting with the 104th Congress and serving through the 111th Congress, Mr. Livingood has seventeen years of experience directing the protection of the lawmakers of the United States. Throughout his time at the Capitol Mr. Livingood acted as the top security officer on the House side during the tense moments of the 1998 shootings of two U.S. Capitol Police officers, the September 11th terrorist attacks, the anthrax scares, and the assassination attempt against Representative Gabrielle Giffords (D-Ariz.). Prior to his appointment as Sergeant at Arms, Mr. Livingood led a thirty-three-year career with the U.S. Secret Service. As a federal agent, Mr. Livingood was responsible for operational security, manpower planning, training, managerial performance measurement standards, criminal investigations, protective operations management, and supervisory responsibility for protecting Presidents and Vice Presidents of the United States. Mr. Livingood served as Assistant to the Special Agent in Charge of the Presidential Protection Division and was senior adviser to three directors of the Secret Service. As a special agent for the Secret Service, Mr. Livingood protected Vice President Lyndon Johnson’s youngest daughter on the day of President John F. Kennedy’s assassination. Mr. Livingood also has held notable board memberships with the U.S. Department of Homeland Security Advisory Council, International Chiefs of Police, Capitol Police, Congressional Accessibility Service, and the Federal Law Enforcement Training Center. |
