NO LONGER ON AUTO-PILOT: AVIATION SECURITY & INTELLIGENCE REFORM

WASHINGTON, January 8, 2010 - – Yesterday afternoon, President Obama made the latest in a series of statements regarding the attempted Christmas Day bombing.Taking personal responsibility, he set out three broad categories of error which compounded one another. Further, he identified four areas for additional steps, with the ultimate objective of better collecting, sharing, integrating, and analyzing intelligence. Over time more details will undoubtedly become available as investigations continue and efforts to remedy the defects in this case unfold. What is clear, however, is that there was a multilevel systemic failure, in terms of both aviation security and our intelligence architecture.

RETIRING DEPUTY CHIEF OF THE U.S. BORDER PATROL JOINS

Colburn has joined its growing team of veteran leaders from across the homeland and national security mission space providing security advisory services to governments allied with the United States and business development advice to companies with security-related products or services.

Ronald S. Colburn brings to Command Consulting Group a wealth of operational experience from his more than thirty years of service in the U.S. Border Patrol, which included critical leadership positions at headquarters and in the field.
Most recently, Mr. Colburn served as Deputy Chief of the Border Patrol, within U.S. Customs and Border Protection, the DHS component charged with the mission of protecting, defending, and enforcing America’s borders and which is now the largest law enforcement organization in the United States. Mr. Colburn helped direct the effort to double the size of the Border Patrol and was critical to the operational deployment of billions of dollars worth of technology and tactical infrastructure.
Prior to being named Deputy Chief, Colburn served as Chief Patrol Agent of the Yuma Sector Area of Responsibility, where he helped transform a stretch of the border once considered the most violent and dangerous in the United States into an area that saw the most significant improvements in operational control.
Mr. Colburn has also served as Deputy Executive Director of the Secure Border Initiative (SBI) and at the White House as Director of Law Enforcement in the Homeland Security Council. He is a founding member of the Border Patrol’s national special weapons and tactics unit known as “BORTAC” and led numerous missions both domestically and internationally, including counternarcotics special operations in Central and South America.
Colburn represents one of four generations from his family to choose a career with the U.S. Border Patrol, along with his grandfather, father, and youngest son.

Mr. Aguirre previously served as Vice Chairman and Chief Operating Officer and Acting Chairman of the Export-Import Bank of the United States. Prior to his government service, Ambassador Aguirre spent the better part of three decades in banking, culminating as President of Bank of America’s International Private Bank.
Michael Petrucelli adds to CCG his decades of experience in immigration, trade relations, telecommunications, energy, international relations and finance. Mr. Petrucelli served with Ambassador Aguirre as the Deputy Director of USCIS and later became Acting Director. At USCIS, Mr. Petrucelli focused on revamping the agency’s business processes and building an immigration system in-line with the nation’s security priorities. Prior to that, Mr. Petrucelli served as Senior Vice President for Operations and Chief of Staff at the Export-Import Bank of the United States. Mr. Petrucelli also worked at the Federal Communications Commission and as a Foreign Service Officer of the U.S. Department of State. In the private sector, Mr. Petrucelli was a Vice President at GridPoint, Inc., a leading clean technology company focused on smart grid and distributed energy solutions, and promoted US-Asia trade relations as executive director of the U.S. – Thailand Business Council and a director of the U.S.-Association of Southeast Asian Nations (US-ASEAN) Business Council.
