Mr. David Pagan has served in some of the highest leadership positions within the municipal, state, and federal levels of the US Government. Most recently, Mr. Pagan provided policy counsel as a Senior Policy Advisor in the Office of International Affairs of the Department of Homeland Security (DHS). Also while at DHS, Mr. Pagan significantly contributed to the mission of the U.S. Customs & Border Protection (CBP) as the Director of State, Local, and Tribal Relations, and subsequently as the Acting Director of Policy and Planning.
Prior to joining DHS, Mr. Pagan served the California Governor as a Deputy Director in the Washington, D.C. office. In this capacity, Mr. Pagan was responsible for analysis and advocacy on federal policy issues related to immigration, border security, emergency management, homeland security, criminal justice, gaming, and financial services. Mr. Pagan has also previously served with the Texas Office of State-Federal Relations (OSFR) as the Associate Director in which he managed a similar portfolio of federal policy issues relating to homeland security and criminal justice.
While serving at the municipal level of government, Mr. Pagan acted as the Assistant to the City Manager and Economic Development Coordinator for the city of Ennis, Texas.
Mr. Pagan holds a Juris Doctor degree from the University of Texas School of Law and is licensed as an attorney by the State Bar of Texas. Mr. Pagan also holds a Master’s of Public Affairs degree from the Lyndon B. Johnson School of Public Affairs.
