Robert Dohr Mr. Robert Dohr has over 21 years of leadership experience in operations, program management and training at the senior management and executive level in the United States Army and the White House.

Mr. Dohr served as the Deputy Director for Training and Evaluation at the White House Military Office (WHMO). In this capacity, Mr. Dohr coordinated, executed, and evaluated numerous national level, joint service and interagency training events and exercises involving multiple executive branch departments and agencies. These events were designed to assess the readiness and effectiveness of Top Secret WHMO emergency action, emergency preparedness and continuity of operations programs (COOP). Mr. Dohr served as Exercise Director for integrated WHMO and United States Secret Service COOP and “Attack on Principal” (AOP) training for the President’s Protective Detail at the White House complex, The President’s ranch in Crawford Texas, The Presidential Retreat at Camp David Maryland, Andrews Air Force Base Maryland and several classified locations around the United States. Mr. Dohr led similar efforts for WHMO and the Vice President’s Protective Division at the United States Naval Observatory, Jackson Hole Wyoming, St. Michaels Maryland and several classified locations around the United States. These exercises resulted in After Action Reviews to improve readiness and performance briefed to the Chief of Staff of the White House level. Mr. Dohr also participated in the WHMO Policy, Plans and Requirements (PPR) Directorate 2007 evaluation of the US 101 (VH-71) aircraft for suitability in performing the Presidential vertical lift mission.

Mr. Dohr was responsible for planning, resourcing and hosting an executive level orientation course for all incoming leaders within the White House Military Office, the United States Secret Service and representatives from the Departments of Defense and, Homeland Security. This course provided instruction, expertise and advice to U.S. Military Generals and Admirals as well as civilian members of the Federal government Senior Executive Service preparing these leaders to successfully lead and manage their organizations in providing security, evacuation, relocation, communications and staff support to the President, Vice President, Cabinet level Secretaries and White House Senior Staff members.

Mr. Dohr also served as an Operations Officer at the Presidents Emergency Operations Center (PEOC) at the White House where he was responsible for leading a team providing command, control and communications for operational, logistical, and contingency support to the President, Vice President and senior White House staff during daily operations, domestic and international travel and National Special Security Events. Mr. Dohr was responsible for ensuring that site and event specific contingency plans were developed and in place for the Presidential, Vice President and Cabinet level Secretaries to ensure the uninterrupted functioning of the presidency. In this capacity, Mr. Dohr was responsible for providing briefings and assisting the President, Vice President and Senior staff members during their visits to the operations center.

Mr. Dohr’s military service as an Army combat engineer officer includes operational deployments to Bosnia, Kuwait, Afghanistan, and Iraq, and extensive joint military and federal government interagency experience in Washington, DC.

Mr. Dohr earned a Master of Arts Degree in National Security and Strategic Studies from the U.S. Naval War College.
